THE CITIZEN

Citizenship is the fact that an individual is officially recognized as a citizen, that means a member of an entity endowed with a city status, or more generally of a State.
Section 40 (1) of the General Code of Local Authorities
Any natural or legal person may formulate, for the benefit of the municipal or regional executive, any proposal aimed at boosting the development of the Decentralized Territorial Collectivity concerned or at improving its functioning.
(2): Any inhabitant or taxpayer of a local authority may, at his own expense, request communication or take a total or partial copy of the minutes of the legislative bodies, budgets, projects and annual performance reports, development plans, accounts or orders, depending on terms set by regulation.

(3): The acts mentioned in paragraph 2 above are also published on the local authority’s electronic site and filed at its head office where they can be consulted. 
Section 41
The associations and organizations of the local-based Civil Society, as well as the district or village committees contribute to the achievement of the objectives of the territorial collectivities.
