GLOSSARY

Citizenship : it is the fact that an individual is officially recognized as a citizen, that means a member of an entity endowed with a city status, or more generally of a State.
Decentralization: it is a political system which consists of a transfer of powers from the State to legal persons governed by public law distinct from it (region, council). These legal persons have more or less autonomy and their own budget. Also known as Local Authorities, these legal entities remain under the supervision or tutorship of the State, which is their supervisory authority.
Thus, decentralization is an administration system in which decision-making power is exercised both by the state and by autonomous legal persons submitted to the control and principle of legality of state authorities.
Autonomy in the context of decentralization is based on three pillars: material autonomy (property and own affairs), organic autonomy (its management bodies) and functional autonomy (the decentralized structure manages its own affairs more or less freely).

Civil society organization: this is a grouping around which members of society organize themselves voluntarily. It represents a wide range of interests and connections. This type of grouping can include community-based organizations, indigenous peoples’ organizations and non-governmental organizations.
Municipal Council: this is a group of people elected to lead the local government of a Council.
Councilor: he is a member of the Municipal Council
